Selection procedure
After announcement of UEFA decision on selection of three final bids for hosting EURO 2012, in Poland and Ukraine works began on the second phase of the bidding. It is our task to prepare a formal application meeting UEFA requirements.
First of all we have to prepare for referential visits by UEFA inspectors to be held in February and in September 2005. At this stage this concerns presentation of an action plan and budget and not deployment of investments. Resolve on the part of the society and authorities is of particular importance. UEFA will want to know whether the desire among Poles and Ukrainians to host EURO 2012 is genuine.
Moreover there will be two official presentations of each country before the UEFA presidium. The first one will be held in March 2006 during the annual UEFA congress (held this time in Budapest), and the second one in December 2006 in Switzerland, one day before the voting on the selection of the winning bid.
It is a top priority to prepare proper promotion for Poland and Ukraine, our efforts to host EURO 2012 and the bid itself.

In accordance with the rules adopted by UEFA, the finalists bidding to host EURO 2012 have to:
- complete the relevant Phase II Questionnaire;
- execute and return to UEFA agreements guaranteeing efficient organization of the championships (staging agreement – rights and obligations of Host Associations; stadium agreements for expansion of stadiums, Host City Agreements; Airport Agreements);
- host UEFA representatives’ visits in March and September;
- present their bid.
Amongst other things, in the questionnaire Poland and Ukraine should submit:
- the guarantee securing enforcement of intellectual property rights; issued by a relevant government agency;
- the guarantee ensuring security of ticket distribution in line with the rules set forth by UEFA; issued by a relevant government agency;
- the description of the legislation and procedures currently in force in Poland in the scope of emigration, work permits and customs checks for Ukrainian citizens (in particular for technical staff and other persons involved in the organization of the tournament);
- stadium financing, guarantee, project plans and permissions;
- graphics or drawings illustrating the final design of each of the proposed stadia;
- by 8 March detailed maps with regard to each of the proposed stadia indicating public transportation stops, the main access roads, technical rooms and administrative rooms, press conference rooms, the media working area, the photographers’ working area and the hospitality areas;
- the plan ensuring stadium security (floodlighting system, stadium access system for spectators, crowd monitoring and control system);
- in early March an up-to-date list of each of the existing and planned 2-star, 3-star, 4-star and 5-star hotels within 20 km of the city centre of each proposed Host-City;
- the up-to-date map showing the current road system and train system;
- documents confirming realisation of the presented plan of improvements to transportation infrastructure (letters of commitments of the relevant bodies; permissions etc.);
- the list of main national and international airports;
- the transportation concept in respect of each proposed Host-City, which ensures movement of persons between the airport, the main train and bus station, the Fan Park and other relevant sites related to the Event and event promotional activities;
- the list of all commercial partners, sponsors, media patrons, suppliers of the Host Association and information about terms of cooperation therewith;
- the plan for event’s promotion at home and abroad;
- maps identifying locations of Fan Zones;
- further development of the security concept submitted in Phase I;
- a clear and detailed VAT analysis indicating how VAT is calculated in the bidding country;
- draft legislation regulating any non-conformity in national legislation concerning collection of taxes, duties or levies.

- 24 November 2005: UEFA distributes to the candidate countries the bidding requirements for the Phase II of the selection and information about the procedure for the selection of the host country for EURO 2012;
- 19 December 2005: UEFA distributes the remaining requirements for the final bidding;
- 18 January 2006: UEFA holds information workshops for representatives of bidding countries;
- 8 March 2006: Bidders submit plans and projects of the stadia;
- 23 March 2006: Presentation of individual candidates during the UEFA congress in Budapest;
- 27-31 March 2006: UEFA representatives hold in Poland a seminar presenting UEFA requirements to be met by the candidate countries;
- 31 May 2006: 31 May 2006: the deadline for submission of the documents accordant with Phase II requirements;
- September 2006: Official and final visits in bidding countries, during which UEFA representatives familiarize themselves, amongst other things, with the condition of stadia, infrastructure etc.:
4-8 September 2006: Croatia and Hungary
11-15 September 2006: Poland
18-22 September 2006: Italy;
- October 2006: UEFA performs opinion polls in the bidding countries;
- 31 October 2006: Bidders submit to UEFA guarantees securing efficient organization of the championships;
- 29 November 2006: Adoption of the Evaluation Report for Phase II;
- 7 December 2006: Bidders make the final presentation to the UEFA Executive Committee;
- 8 December 2006: UEFA Executive Committee selects the Host Association for EURO 2012.
